OfReg Releases Report on Solar Photovoltaic Power Plant 

GRAND CAYMAN, CAYMAN ISLANDS; 5 October 2018 

OfReg, Cayman’s multi-sector regulator, has issued a “Post Implementation Review” report on the Entropy 5MW Solar Photovoltaic power plant in Bodden Town, highlighting the details of the project as it unfolded and identifying key process and other takeaways for the Regulator. 

Among the findings that were uncovered in the review were; utilising the experience gained to inform decision-making on future utility-scale renewable energy projects in the Cayman Islands; using the processes and procedures developed during the project for dealing with future renewable energy solicitations; and ensuring that knowledge transfer occurs to develop local expertise. 

This renewable energy project power purchase agreement was the first of its kind in the Cayman Islands and there were not established procedures in place at the time the expression of interest was received by Entropy and other potential suppliers. The process was developed and refined while in progress. 

Mr. Gregg Anderson, Acting CEO and Executive Director Energy & Utilities at OfReg and author of the paper, summarised the document by saying: “as technology in renewable energy develops and as it is increasingly adopted in the Cayman Islands, the lessons we learned early on will be instrumental in ensuring that consumers are getting the very best quality product and services for the very best price in the future.” 

The outcome of the project has been positive. Both CUC and Entropy have agreed that the plant, which began commercial operations in 2017, is functioning as expected, it is fit for purpose and the necessary controls and systems are in place and working properly.
