OfReg Announces Interim CEO 

The Utility Regulation and Competition Office (OfReg) has announced the appointment of Mr Peter Gough as interim Chief Executive Officer, effective 1 st March 2022. Mr Gough succeeds Malike Cummings, who stepped down after serving as CEO for the past two and half years. Mr Gough is on secondment from the Portfolio of Civil Service. 

Mr Rudy Ebanks, chairman of the board of directors of OfReg, said Gough’s vast experience in the development of legislation, policy development, management, HR, finance and governance, would prove invaluable to OfReg while the board undertook the recruitment process for a permanent CEO. “Mr Gough has had a long and distinguished career in the Cayman Islands Civil Service. His tenure has been varied allowing him to gain knowledge and proficiency in several key areas that will directly benefit OfReg,” he said. 

“Mr Gough is well placed to assist OfReg in advancing its mandate to protect our critical national infrastructure and ensure a fair marketplace in a manner that focuses on building consumer satisfaction, while balancing the needs of stakeholders, including licensees, and Cabinet.” Mr Gough was a long-term senior strategic advisor to the Deputy Governor and has served on several government boards. He has been an architect of various government reform initiatives, including the establishment of the Office of the Ombudsman, the Commissions Secretariat, and the transition of the Legislative Assembly to an independent Parliament.

“I would like to thank Peter for stewarding the transition of OfReg,” Mr Ebanks said. “The board is confident in his ability to guide the OfReg team through this transition and lead the organization on its path forward.”
