National Energy Policy

The Cayman Islands National Energy Policy (NEP) focuses on utilising alternative and renewable energy sources, promotes energy efficiency and conservation measures and supports energy security by reducing the reliance on imported fossil-based fuels in the Cayman Islands. It is structured to support a stakeholder vision that articulates the Policy aims in the broadest terms.

Four Goals were identified which, if successfully achieved over the life of the Policy, will assure the realisation of the vision and meet the aspirations of the people of the Cayman Islands. The Implementation Plan (PDF) provides details on the progress of the NEP.

Distributed Generation Programmes

  • Customer-Owned Renewable Energy (‘CORE') programme: It was established in 2011 as a limited-release programme to encourage homeowners and businesses in Cayman to consider renewable energy systems. Customers with interest in environmentally friendly renewable generation can connect to CUC's distribution grid and receive credits for their generated power. The programme allows customers to connect small scale solar systems or wind turbines to the grid and reduce their bills by generating their own electricity while still on the grid.
  • Distributed Energy Resource ('DER') programme: It was introduced in January 2018 after review and approval by OfReg. It allows customers to consume electricity generated by their own renewable energy system without paying CUC for any type of subsidised net-billing arrangement.

In 2018, the programme allocated 3MW of capacity for customer participation of which a small amount of capacity is still available. An additional 12 MW are expected to become available following the implementation of the utility-scale battery. The 'DER' programme allows for the continued growth and participation of customers in the renewable energy sector.

Consumers can continue to enjoy the advantages of alternative energies by installing renewable energy systems under the DER programme, where the rates for excess renewable energy sold back to the grid are market-driven. The programme has been very successful in launching unsubsidised renewable energy at the consumer level.
