Duke Munroe brings over two decades of private and public sector experience in the Oil & Gas Industry to his role at OfReg. In the private sector, he held positions in the field of engineering, marketing, procurement, asset optimization and portfolio analysis at various levels including regional leadership positions in the industry. After transitioning to public sector, Duke has been integrally involved in strengthening the regulatory and compliance environment in the Cayman Islands, and his diverse exposure has uniquely positioned him for the two-fold role he serves with OfReg.

His years in the industry has bolstered Duke’s skills, knowledge and experience in various facets of the industry which include economic oversight, safety, environmental stewardship, product quality, logistics, innovation and other technical and administrative functions which he is involved on a day-to-day basis in the sector. Prior to the Oil and Gas Industry, Duke functioned in senior positions in the manufacturing industry and served as a University Lecturer. Duke was actively involved in the formation of OfReg including the development of the National Energy Policy and the National Oil Spill Contingency Plan.

In his current role, Duke is primarily responsible for ensuring a vibrant, competitive and innovative fuel sector, in addition to safety, compliance, reliability, product quality and sustainability of supply. He was also instrumental in enhancing the Dangerous Substances Law to include policies relating to weights and measures, fuel quality standards, streamlining fuel importation, enhancing the standards to which fuel facilities must be built and maintained, while strengthening the safety and compliance framework.

More recently under OfReg, his focus area was expanded to ensure the foundational work is completed for sustainable and competitive fuel market(s) and sector. Duke is very passionate in his role, seeking to always maintain the delicate balance which exists among the stakeholders in the fuel industry.

Duke holds a Master’s in Business Administration, Bachelor’s Degree in Engineering, Diploma in Public Policy & Management, and other relevant certifications from established industry bodies on international Standards and Codes, Economic Regulation, Decision Quality and Support, capital planning, asset optimization, conducting investigations and hazardous materials handling.
